I've done some looking into this because car subs are usually a bit cheaper than PA subs and I was thinking about building my own bass stack for 'fun'.
Car subs have mechanical compliance, active displacement, and impedance specs that lend themselves to smaller enclosures and higher currents (lower voltages), than PA subs. That's about all the difference I've seen.
Sound? well that's one man's opinion versus another. The car subs I've heard do not lend themselves to the type of music I play (Christian rock).
